The SOP (Standard Operating Procedure) for implementing something that will not be well received by teh public and or that violates their rights is to make it voluntary/optional at first and after everyone who is willing to participate is signed up and using the system phase 2 kicks in and the government slowly adds more groups making it mandatory for that group via coercion such as threatening to stop providing 1 or more government sponsored benefits like food stamps. Eventually the government will make it mandatory for everyone. They do it this way because it results in far less resistance. This means that if you don't want to eventually be forced to participate in this you need to push back from teh very start even though at the start your not being required to participate.
