Renewables Technology is subjects to the same laws of science as other energy systems. And as such, they will experience break down when exposure to temperature, especially cold. Another aspect that the people in charge overlooked. Cold weather drains batteries, changes the viscosity of fluids, reduces conductivity of materials for electricity, etc. Infrastructure and the people of the State of Alaska experiences this all the time. The large why fossil fuels when out every time is because thermal plants & ICE produce heat. Our energy systems are based on thermodynamics-the relationship between heat, work, temperature, & energy. We can not forget that. Which is a primary reason why wind & solar would not work, especially in cold weather.

Think of most countries in cold climates, they are either powered by nuclear, hydro, or FOSSIL FUELS, namely coal & natural gas.
