Is this "lay judges" system really "government" or is it some weird hybrid which only goes to prove that even "regular citizen" drawn "direct from the masses" becomes hierarchical and a system ripe for favor-trading and exploitation, especially when it operates outside of mass representation?
I wonder if there's a time when it worked well and if so, what was the societal and political situation at that time?

It is the way it is because they will not recognize the Law of Nature and Nature's God, as real Law. They do not recognize that our laws came originally from scripture, designated as such in Blackstone's Law early editions and in early documents. All 50 State Preambles acnowledge God and ask for His protection. All of them.
The U of TX years ago found 7000 references to scripture in our founding era. Front pages of newspapers were sermons. The New England Primer from 1st grade on taught Jesus with the Sermon on the Mount taught in 4th grade. Black-Robed Regiment Pastors kept their short guns under their robes, then threw off the robes and went and fought the Brits.
Then scripture was replaced in Blackstone's Law with ellipses,...... and then removed the ellipses in the next edition. But, that law is still documented in the Declaration, which the James Wilson Institute, and in particular, that institute's founder, Hadley Arkes, in which their Manifesto on Natural Rights, states clearly, that "We never have the right to do wrong,' which is oh so similar to Common Law, "Your rights end at my face." and vice versa.
Our black-robed fools think life equates to a fence, and jurisdiction equates to a suitcase and the word 'sex,' somehow just evaporated and ran from an opinion given by satan himself. No, all 50 states do not. New Hampshire had their head on straight, and Vermont's preamble is not at all definitive as anything you with your "teaching Jesus" mean as "god", to give two examples. Many of the others just copy pasted, and there is no proof in that beyond that the Constitutional framers of the states which were copying, had in the examples being copied, something they could point to and say, to the disputatious representatives gathered, "all these other states were able to agree to use this, now do you stop this pointless bickering and move on to the Articles".

You explained a little on how the Swedish courts work, but.. actually, they don't work do they. It's the same in the UK and all western nations. It's up to us now. The system has not only failed but has been turned against us. There's no one coming to save us. We are the ones who save us. Action is required and well overdue.

Sadly we have seen the left in Britain cover up the gang rape of children by Muslim Gangs for diversity reasons. This has been going on in towns with left wing councils for over 30 years. Left wing politicians voted NOT to have an Inquiry.
