This is common practice everywhere in Europe. Otherwise, how would you explain that our ancestors from the XVIII. century and before most of the time don't have any grave of their own any more? In many countries, you get a grave for a deceased relative for 15 years, sometimes 30 years and the family has to pay a fee to renew. Otherwise, the grave is attributed to somebody else after the remnants have been cast into the pauper's grave and spread with quicklime
